The Economic Impact of Health Care Provision: A CGE Assessment for the UK
نویسندگان
چکیده
The paper presents the results from a CGE model of interactions between public and private health care, outputs of non-health goods and national welfare in a small open economy applied to the UK. The effects on welfare of higher provision come through direct gains, affecting the well-being of households, and indirectly, through increases in the effective (i.e. ‘able to work’) endowments of skilled and unskilled labour for use in non-health activities. The paper is innovative in that there have been few applied studies on the multi-sectoral general equilibrium effects of health provision on the non-health economy, in particular the working time effect, and few studies where the endogeneity of labour supplies is not modelled on a wage response function. Evidence, however, suggests that, although the health sector is small, there are strong linkages between health care, other product and labour markets, and policy making. We find that an increase in public health provision leads to higher overall welfare levels through increased worker incomes and direct increases in the well-being of the population, which are reduced if health care specific skilled labour and capital is accounted for. Also, a rise in the price of pharmaceuticals has adverse overall welfare effects, which are mitigated if the health budget grows so as to maintain previous treatment levels in the public sector. Distributional effects are shown to differ across sectors, labour types and households. JEL Classification: D58, H51, I18, J21

The Economic Impact of Health Care Provision: A General Equilibrium Assessment of Some Policy Options in the UK’s NHS
This paper focuses on the macro-economic impacts of changes in health provision via its effects on the labour market. The resource allocation issues have been explored in theory, by further developing the Rybczynski theorem and empirically, using a Computable General Equilibrium model for the UK. From the theory, changes in non-health outputs are shown to depend on socalled factor-bias and scal...
متن کاملThe Development and Initial Validation of the Perinatal Mental Health Awareness Scale in Student Midwives
Background & aim: Perinatal mental health problems have been demonstrated to impact upon maternal, and fetal/child outcomes. Despite the global evidence and a policy-driven responsibility for identification of these problems, research demonstrates that student midwives/midwives lack knowledge and confidence to assess, identify, and manage them. A similar context is evident for learning disabili...
متن کاملIs Patient Choice the Future of Health Care Systems?
Patient and user choice are at the forefront of the debate on the future direction of health and public services provision in many industrialized countries in Europe and elsewhere. It is used both, as a means to achieve desired policy goals in public health care systems such as greater efficiency and improved quality of care, and as a good with its own intrinsic value. However, the evidence sug...
متن کاملThe Response to and Impact of the Ebola Epidemic: Towards an Agenda for Interdisciplinary Research
Background The 2013-2016 Ebola virus disease (EVD) epidemic in West Africa was the largest in history and resulted in a huge public health burden and significant social and economic impact in those countries most affected. Its size, duration and geographical spread presents important opportunities for research than might help national and global health and social care systems to better prepare ...
متن کاملPay for Performance: A Reflection on How a Global Perspective Could Enhance Policy and Research
Pay-for-performance (P4P) is the provision of financial incentives to healthcare providers based on pre-specified performance targets. P4P has been used as a policy tool to improve healthcare provision globally. However, researchers tend to cluster into those working on high or low- and middle-income countries (LMICs), with still limited knowledge exchange, potentially ...
